I don't know what country you are in, but the best people to answer that are the people in your government education department. I doubt that you can give a government approve certificate unless your school has been assessed and accredited some way by your government. You can always design and print your own private certificates, but they won't mean anything on a job application.

First you need a lot of money to either buy or rent the computers. You need to find a building/room you can hire out to hold your classes. Once you have everything set up with desks, chairs, computers and other stationary such as a board or projector then you can start advertising and getting students. If you're teaching then you should be set otherwise you will need to hire teachers to teach the classes.
You will probably need some kind of license or permit depending on where you live.
